Yes, if the duties are those of a computer systems analyst and she has a post-secondary diploma or certificate plus three years of experience, which Appendix 2 accepts for that profession. The alternative limb is a baccalaureate. Other professions have different rules.
Some professions accept a diploma; check which limb applies
Appendix 2 lists each profession with its own minimum qualification, and Computer Systems Analyst is one of the few that accepts a post-secondary diploma or certificate combined with three years of experience as an alternative to a baccalaureate. Hypothetical example: a Shannon analyst with a DEC in computer science and eight years designing and integrating systems for a bilingual IT contractor meets that alternative limb; her file should present the diploma and dated employer letters proving the experience. The duties matter as much as the credential.
If her real work is writing production code, the employer's letter must not stretch it into analysis. The analyst must be a Canadian or Mexican citizen, must have a prearranged position with an identified U.S. employer, and must not be self-employed in the United States.
A permanent-resident card is not citizenship. Any ownership in the Colorado company needs review, and TD dependants may study but not work.
