Read the general professional work overview
For a registered nurse or other licensed health professional, the TN file is only as complete as the state licence that the Appendix 2 entry and the U.S. employer both require. Build the file around the licence timeline: order the credential verification, then the state application, then the employer letter in final form, and only then decide between a port-of-entry application and an I-129 petition. A file that is perfect except for a pending licence cannot be used, and an early border attempt without it usually produces a refusal that must be disclosed in every later application.
Map the licensing chain before the immigration one
Hypothetical example: a Lac-Beauport registered nurse who works at a Québec City hospital accepts a position with a U.S. hospital. The Appendix 2 entry for registered nurses requires a state or provincial licence or a licenciatura degree, and her Québec order registration may satisfy that entry. The employer's state, however, requires its own licence, which in turn requires a credential verification from a third-party service and an English-language examination. None of these are immigration steps, but each has its own processing time, and the immigration file cannot be finalized until the employer knows when she can lawfully practise. Write the chain as a list with dates: verification ordered, verification received, state application filed, examination booked, licence expected. That list becomes the spine of the TN timeline, and every other document is scheduled around it.
Draft the support letter to answer the officer's checklist
The employer's letter should state, in this order, the applicant's name and citizenship, the profession claimed and the Appendix 2 entry it corresponds to, the specific position with its recurring duties, the qualification that satisfies the entry with reference to the attached credential, the remuneration, the intended period, and a statement that the employment is temporary and full-time. For a nurse, the letter should reference the state licence by number once issued, or explain that it is pending and the intended start date follows issuance. Avoid marketing language about the hospital and avoid describing duties that belong to another profession, such as administrative management, which can create doubt about whether the role is nursing. Have the letter signed by someone with authority over the hire, dated, on letterhead, and printed for the file.
Assemble the exhibits and choose the route
Behind the letter, place the passport, proof of Canadian citizenship if the passport is not sufficient, the Québec order's certificate of registration and good standing, the nursing diploma and official transcript with certified English translation, the credential verification report, and the state licence or its application receipt. Add a résumé whose dates match the transcript. Then decide the route. A port-of-entry application is fast and suits an applicant whose licence is already issued and whose file is uncomplicated. An I-129 petition filed by the employer takes longer but produces a written decision that a nervous employer or a first-time applicant may prefer, and it allows the licence to arrive during processing. Do not attempt the border on the assumption that a pending licence will be overlooked; a refusal becomes part of the record.
