LAC-BEAUPORT · CITIZENSHIP AND RESIDENCE

Start a U.S. review with citizenship and Canadian status as separate facts

USAvisa field guide · 3 minute read Reviewed 7 September 2026
THE SHORT ANSWER

A Canadian permanent resident card establishes Canadian status, not Canadian citizenship, and Québec residence establishes neither on its own. A Québec City household can include several citizenships and different U.S. options even while everyone lives together, so record the actual passports, current status and proposed activity before deciding which route might apply. Canadian permanent residence is a valuable Canadian status, but it does not substitute for the nationality or employment condition of a U.S. route. Hypothetical example: a Québec permanent resident holding a Brazilian passport is offered a U.S. position as a geoscientist and assumes the Canadian PR card permits TN. It does not; nationality and the listed-profession rule remain separate questions. The decision is to choose a route supported by the person’s actual citizenship, employer, and facts rather than by residence alone.

01

Record what is already established, and what is still pending

Hypothetical example: one partner in a Québec City household has Canadian citizenship and the other has a pending citizenship application. Record the pending application as pending. TN requires Canadian or Mexican citizenship, so an anticipated approval cannot be used as evidence that the condition is already met, and a preferred departure date should not turn a future possibility into a present fact. Create a two-column record of facts already proven and facts that depend on a future event, such as citizenship approval or a signed offer. Planning may use the future event, but the application must rely on the evidence available when it is made.

02

Assess each opportunity under its own actual requirements

An employment offer, a company transfer, and a business investment each require different evidence. E-2 concerns treaty nationality and the enterprise; L-1 concerns the qualifying organizations, employment history and the proposed role. If one route is not available, another does not automatically fill the gap, so describe the real arrangement clearly enough that alternatives can be assessed on their own terms. For each U.S. option, identify the governing condition first, then the record that settles it. This avoids applying a Canadian concept, such as provincial authorization or residence, to a U.S. classification that asks a different question.

03

Keep the procedural and Canadian obligations visible together

Ask which petition, visa, admission or status steps actually apply to each individual, since dependents can face different procedural questions than the principal applicant. Maintain a separate list of Québec or federal tax and status obligations that may need review. A U.S. plan does not automatically resolve those Canadian matters, and a shared address does not make household members interchangeable for immigration purposes. Put Canadian residency obligations and U.S. travel or work plans on the same calendar, but do not assume that one system’s permission answers the other’s. Obtain current advice before a long absence or an irreversible employment decision.
