Is the minimum capital figure the entire EB-5 budget?

THE DIRECT ANSWER

No. Investment capital is distinct from project or administrative charges, government filing fees, legal work, document preparation and later immigration stages. Review the actual agreements and current fee schedules before making any commitment.

Ask what each specific payment actually covers

Confirm whether a payment is refundable and what happens if the project or the immigration case changes. Keep family-related expenses and independent financial diligence visible as separate items. An advertised package price can omit material commitments, and a quoted potential return does not describe the full financial exposure involved.

Budget in stages: the investment, project charges, the investor filing, later immigrant-processing charges, and the eventual conditions stage. The first review should state which amounts are at commercial risk, which are spent, and which apply per person. Hypothetical example: a Québec manufacturer of archival boxes sees a project headline amount and assumes the rest is incidental.

Once the household lists translations, adviser work, consular or adjustment charges, and later filings, the cash plan changes materially. Verify current official fees before payment and read the project agreement for any administrative amount that is not returned even if the investment is later repaid.
