THE SHORT ANSWER

For a health profession on the USMCA list, the deciding document is usually the state licence or its equivalent, not the degree the applicant is proudest of. Identify the qualification the Appendix 2 entry names, obtain that exact record, and build the rest of the file around it. A strong employer letter cannot substitute for a missing licence, and a licence cannot substitute for duties that fall outside the profession.

01

Read the entry's qualification column literally

Hypothetical example: a physiotherapist from Sainte-Catherine-de-la-Jacques-Cartier accepts a position at a rehabilitation clinic in Vermont. The Appendix 2 entry for Physiotherapist or Physical Therapist accepts a baccalaureate or licenciatura degree or a state or provincial licence. Her Québec order membership is a provincial licence and can satisfy the entry, but the clinic cannot employ her without Vermont licensure, which is a separate state process with its own timeline. The file should therefore carry both: the credential that meets the USMCA rule, and evidence of the state licence or the application in progress that makes the job real.

02

Make the employer letter describe therapy, not administration

Clinics sometimes offer a clinical lead or coordinator title to attract a candidate, and the letter then describes scheduling, supervision and billing. Those are not physiotherapy duties, and an officer reading them may conclude the position is managerial. Ask the clinic to describe patient assessment, treatment planning and hands-on care as the core of the role, and to place any supervisory tasks in proportion. The letter should name the employer, the position, the duration up to three years, the salary and the qualification relied on, and it should be signed by someone who can answer questions about it.

03

Assemble translations and confirmations before the crossing

A Québec diploma and order membership will be in French. Obtain certified translations of the diploma, the transcript and the order's confirmation of standing, and carry the originals with them. Add the state licence or the board's acknowledgement of a pending application, the offer letter and proof of Canadian citizenship. Decide whether to apply at the port of entry or through an I-129 petition; a licence still pending may argue for the petition route so that the question is addressed in writing. Keep dependants' documents separate and complete, since TD applications are assessed on their own relationship evidence.
